Mr. Lowe is currently Vice President for HMC Instrument & Machine Works, LLC. He was formerly V.P./G.M for Robert Rowan and Associates and a Senior Consultant for Global Shop Solutions. He has been in positions to assist corporations maximize their profits by assisting them in implementation of ERP software solutions. He has completed Landmark Worldwide Curriculum For Living program. He has a Bachelor’s of Science in Business Administration from the University of Houston. He served in the United States Air Force during the Vietnam War.

Mrs. Bailey, Director

Detail-oriented, innovative and versatile attorney who has provided legal advice and support as private practitioner, Assistant Attorney General of Texas, in-house counsel, and as board member or committee head for various non-profit entities including Helping Hugs for Children and St. John’s School. Legal practice has included a variety of administrative, trial court and appellate appearances at both state and federal levels, federal notice and comment rule-making, and testimony before the Congressional House Subcommittee on Transportation. Venues of practice include the U.S. Courts of Appeal for the District of Columbia and Fifth Circuits, the U.S. District Courts for the Southern and Western Districts of Texas, an extensive array of Texas District and Civil Courts of Law, and a successful isolated appeal to the Texas Court of Criminal Appeals. Most recent experience includes managing attorney of a private firm specializing in subrogation litigation and continued private practice of law.

Mr. Randy Spear, Director

Randy has spent the last 27 years in the Healthcare Industry. His career started with a global infection prevention company that manufactured, sold and serviced medical equipment for hospitals, laboratories, and doctors offices. He spent 11 years managing a service team and eventually moving into service sales, marketing the companies international service team to small bio-medical equipment manufactures. Providing these small companies the ability to have on-site service globally. He then transitioned in to the Health Information Management field as a Regional Manager for a Release of Information company where he was responsible for over 200 employees in 4 states. Here here he managed the operations of numerous on-site and remote staff that contracted with hospitals, clinics, and doctors to produce copies of requested medical records. He then moved to a Record Retrieval Company contracting with attorneys to retrieve medical, business, and personnel records for litigations. Here he managed day to day operations for a call center, production department, e-discovery, and litigation support. In 2007 He an his wife Rosalie, decided to go into business for themselves and partnered with an national Release of Information company. They are blessed to work in a family business daily and provide ROI services to Hospitals, Clinics, and Doctors, both on-site and remotely. They manage the release of protected health information to attorneys, disability, workers compensation, patients, and insurance companies.

In addition to his professional career, Randy spent 10 years volunteering and serving in the Boy Scouts of America. It was here that he was able to recognize the need in our culture of Godly, male role models for our young men. As an assistant Scout Master he was trained on outdoor leadership and survival skills eventually completing the BSA highest achievement for a leader Wood Badge. He then in turn was responsible for passing this information on to the young men in his troop. After several years of serving in his troop, he became the troops Chaplain, it was in this role that he was able to truly share his love for Christ and encourage the young men to read and study the word of God. He over saw to bible based worships services on each monthly campout and each weekly meeting. He led the boys on several religious outings such as the annual Ten Commandment hikes where the boys hike to ten different churches, each church teaching the Biblical foundation of each commandment. Randy believes that children are the foundation of our world and helping them become Biblical men and leaders in their community is the key way we can change the world.
